So, I'm playing a really, really hard mystery. I have 2 contacts neither of which I could ask if they knew anything about the case. I'm also in Great standing with the Eastern Triads, but I can't ask them anything about a suspect. I had been able to do so 3 (? maybe 2) days ago for a case in which suspects had clammed up.
Glitch or am I doing something wrong?
Help is Much appreciated.

You must have the highest standing with your faction at turnover in order to use their special skill.
If someone else is higher than you, then it will go the other person.
If you go to City Hall and click on High Scores and look at the factions, you can see whose faction leader and how much standing they have currently with them.
