How do I get hypnosis, I am a V charming Detective with 12 skill points and it wont come up, and i have almost every other charming skill, also how do i switch allegiance to organisations without having to quit cases some dont want solved?

That skill can only be bought at a faction. You need to be at a ceratin level os standing with that faction, as well as have the skill points available to learn it.
To switch factions without quitting, you'll probably have to be in an agency and trade cases with other detectives.

Hypnosis isn't a priority, I wouldn't say. Get all those evidence skills first!

hypnosis is a special skill you can by from the Order. But the name special is misleading, I would recomend getting other skills first.
