or at least to buy in-game money

The smuggler map only takes you to Cairo. And yes, there's hostage negotiation but it takes a while to obtain it. Especially if you opt for trap detection first.

Anyhow, another method to get around this would be the possibility through ingame tasks or challenges to earn vouchers that would reduce the amount of payments to clear debts.
These vouchers have been given away before during Halloween specials if I recall well.

Delhi's Shady offers lower rates than his counterparts. You won't pay as much there.
