You do favours for the right townsperson. It says so in the clues in your agency main menu.

really, i guess i've been doing right all along, but i have to wait till tomorrow to try and do a favor for the waitress and i did three favors today and no waitress

Yeah, it's random as to who wants you to do a favour. You could do 50 favours and be real unlucky and not come up with the right person to do it for.
