Treasure hunts stuck?

So there is a hunt that started on the 8th. There are 3 agencies working on it. None of them have made any progress. Did Ben turn on the "hard mode"? Are other hunts working? I haven't seen any progress since yesterday on any of them. (But I'm also by myself atm and can't focus on other hunts.)
Has anyone else noticed this?

It's not unusual to see hunts stuck for weeks. Having had to wait on one particular hunt to move on recently, I can testify to how annoying it is.

Ah. Well I've decided to drop focus from there for a bit and work on getting my new agency up and running!! :D YAY!! Thanks for the answers!
