Hmm well I know I had Big Lucy's a sa Nemesis task and Larry popped up for me. If you're on a Villain Hunt I know he plays hard to get. No case level restrictions, I got him cycling through Easies. He's mixed in with all the other 'twists' (ie if you get one of the other twists eg magnifying glass lady, quit case twist, he won't show after that) so you have to be fairly patient, as it's quite random.
