I was wondering how I would start a av hunt?? I'm not sure what I'm missing here.

I reckon you'll be fine. It may take you a few days longer to catch your villain if you start a hunt without all the contacts, but you will get there in the end. Don't be intimidated, get in there and catch their villainous hides!
