Tea Steepers/ Shangrila Tigers political standing

I've seen quite a few detectives having 'Great' standing with both Tea Steepers and Shangri la Tigers too. How is this possible? I've not yet subscribed, but I would really like to know. Thanks a lot.

I'm 50 with Steepers, could someone let me know how to level Tigers as well? (Also, I've forgotten the significance of leveling these higher - what are the advantages?)

While I have standing with both Tigers and Steepers, I do not remember at all how I did it. I'd like to get some of my other detectives there. Who can refresh my memory?

I have asked them about the steepers but they seem to just tell me to report them to the prince's guards, the tea shop owner told me to not get involved in politics.
