Cases locked or unusable during Villain Hunts

During a Villain hunt, as we all know, we’re in total lock down, apart from sending or reading emails, and posting threads on the message boards. As the game states, we’re on our own and don’t have access to agency files, agent’s cases, or favors with merchants. I know there are travel kits that can be won when solving the Doomsayer Scripted Mysteries, etc., which helps in travel, however, we need every case on these hunts. So is it possible to fix it to where all cases are usable for the day? For example, once we find our Villain’s hiding place, and we just happen to not have enough cases to travel to our next destination, could those few cases be unlocked? Here’s an example, as follows, to-wit:

Today I traveled to Delhi, and was able to find all clues to find the Villain’s hiding place, however, since I only had two cases left, I couldn’t travel on to London, because I needed three cases. Now since I can't open these cases they will be lost when the game resets at 1AM, and that's fine:D

This may have may have been discussed already, and please know I'm certainly not complaining, for I'm happy with the way things are. I realize the game is programmed to automatically do task, and any change may be difficult, or not worthwhile :)

The end result wasn't who I thought, but I did capture my Villain.

I finally found an easy way to narrow the clues down and find where the Villain is hiding.

First I get a sheet of paper and make a spread sheet, then start listing each clue given, then beneath each clue I list the merchants with related details. Once I have all clues and merchants listed, I can clearly see which merchant is listed beneath each clue. Here's an example with five (5) clues given, as follows, to-wit:

North of the Bank-Holy Man
West of the Chapel-Holy Man
South of the Detective Shop-Holy Man
East of the Bank-Holy Man
Is A Man-Holy Man.

On my spread sheet I could see that the Holy Man was the only merchant listed beneath each clue given. The rest of the merchants were not.

I know this is not a new revelation, and I'm sure many do this, but I thought it might be helpful to new players. I just hope this isn't considered a spoiler, and if so, please delete it.

Before you can narrow any clue down, of course you need to do this first:

Find a Sleuth-Website that shows each map for each City or Country, such as New York, Delhi, London, and Shanghai, plus the merchants and details listed for each Map-City or Country, then you need you can copy and paste them to Microsoft Word, or whatever word processor you use, (or handwrite them out), so you can refer to your notes.
