I know that you get skill points after a case and that you use them to buy skills, but what do you do with experience?
There doesn't seem to be levels as in an rpg.

The "levels" for Sleuth are the difficulty levels of the cases. More XP means you can open up harder cases, which earn you higher levels of XP as you solve them.

You will find in a quick perusal of the newbie boards here some talk on how skill point acquisition slows down quite a bit as your XP goes up.

More experience means harder cases, more skill points (and therefore skills you can purchase), presumably more money as you go, better equipment as you do favors, the chance to go on certain special trips and assignments that lesser-downs cannot do (as in Arch Villain Hunts and the like), and eventually, a whole lotta braggin' rights.

That help at all?? ;-)
