i think that an agency should be allowed to put up their own agency picture ( black and white and subject to admin approval ) but they must first:
a. have found 5 treasures, and
b. to keep the unique agency photo they must find a treasure every thirty days or their unique photo reverts back to one of the standard photos set up by admin.
this allows some agency uniqueness and invigorates the reason to win a treasure hunt.
