For a very long time, no-one has been using that board any ideas how to make the board worthwhile again? Or is it possible to delete whole boards?

Make that board worthwhile? It may not see much use these days, but I wouldn't say that makes that particular board worthless.
It had a purpose when it was introduced. The players who had a chance to test the new game were able to give the rest of the Noir community an idea of what Shades was like. Also it let players draw a comparison between the two games.

Now it may serve more as a historical reference. To delete it is to delete insight into past and present players opinions and thoughts. As a new player I spent much time reading the old threads on the boards. I found it enjoyable, and I got a feel for how the game has become what it is, how it evolved and those people who influenced the game.

I guess I disagree that a board has to be used to be worthwhile. ; )

Yes, it is, and has been done in the past for various reasons, mostly of the technical error variety, though not all of them have been.

Should it be done??

Depends on the reasoning behind why it's being deleted.

For all the reasons that the Mods and Admin can delete posts, they can use the same reasoning to delete Boards. In this case, no, I don't see a valid reason to delete an entire board. There is no objectionable material in it. There's no record(s) of fighting or wars between people. Etc, etc, etc. (Or, as Missy likes to put it, "Yada, yada, yada, Mama."

And while the Shades Board doesn't get a great deal of use anymore, it does hold a world of information to new people (as Sultry mentioned) and us old fogeys who have the memory span of a rotten grapefruit. So deleting all that information might not be the best of ideas. One never knows when it might become valuable again. ;-)

i have run over better rambling when i ran over a cat on route 90 10 years ago at 11:00 a.m. i heard no sound. i did feel a "bump" over the left rear tire. i don't feel the same effect with this post ( perhaps the car radio was too loud ).
