Have hair analysis and advanced hair analysis. When I finally got found some hair to analyze I wasn't told anything beyond "you have found two clumps of hair from two different people." Is this supposed to happen?

Dr. Falco is right. sorry about that. Should be more detailed. The equipment will increase ur chances but even if you got a full set of best smart equipments, you WILL still get "hair" instead of "curly hair". You will not get a 100% success rate of finding detail for your hair. The game was set this way on purpose.

I think that I need all the charm stuff I have to get my questions answered. So that creates a problem until I am able to get better charm stuff, I guess. Do I have to belong to an agency to be able to get better charm equipment?

no, but being in agency will give u acsses to locker which means u can change between charm and smart whenever u need. charm stuff wont help u with finding evidence. smart will.
u can buy stuff at detective shop, earn it from favor or buy at lucy's cabaret (very expensive)
if u r in agency u can use stuff they got over time so u can have better items than the ones u can pay for now.

i forgot one thing u can also buy good stuff from ur faction. if u are in agency u can ask a team mate to buy you items sold by another faction then urs.
