When I ask the waitress, fortune teller, or anyone a certain question, they're always like "I'm sorry. I don't know anything about that."

What is that option for, if they are not responding to anything?

There are a few little secrets and missions where you need to ask certain townies something.

There are also a few things that are little more than easter eggs. Try "Big Lucy" and "Shangri la".

Occasionally they will reply:
Person X (One of your suspects) thinks he knows who the murderer is.
Or
Person X has not heard or seen anything suspicious.

1 means X has Witness Evidence.
2 means X doesn't.

spectrumvoid, not that >.>I meant the little blank box thing that above it says "Type here a specific question" or something similar to that, but what is it for?

Like Jesse said above, that box is used for missions you can encounter later in the game. If you subscribe, you can travel to other cities where there are new secrets to discover. Some of those missions require you to ask a particular question of a townie, or mention a particular word, and that box is where you do it.
