The Judge of Character skill says it "Tell whether a suspect or witness is more likely to respond well to Charm or Toughness".
Does anyone know if it means which one they will respond better to in general, or which one when performed by my detective based on my current skills and bonuses?
I'd like to think it's the latter, but I can have enough trouble getting information as it is without being told to use the wrong skill.

Ditto. You will find that, if you have the correct skills and equipment, and are not working too hard of a case for your character, you will be able to charm the tough and harrass the charming. :)
