Just to add an example.
You are asking a suspect or a witness, and he/she clams up on you. If you have not experienced that yet, you will shortly... ;-)
And, being a tough detective, you might have some skills in interrogation or intimidation (which are the adviced skills for tough detectives).
You implement your "unclam" skill, and this is what happens:
The person you try to unclam, might have a base 50% chance of unclam when treated tough. The level of your skill will improve this chance of unclam. But, if your clothes have a total tough adjustment of 10, you will also get a raise in the unclam chance of 10 percentage points. I.e. the base chance will be adjusted to 60% just because of the clothes you are wearing. - and that (in addition to your skills) could be just the little extra power that you need to successfully unclam the person.
