Writing a SM for the boat...

Is there anyway to test it where I don't have to spend a bunch of money, be cut off from my agency for three days, and all? Because I really just want to run through it to see if it is working properly. Thanks!

When you start writing, the mystery can be set in one of the cities. When you test it in the city of your choice and everything works fine, you can copy-paste the whole thing and transfer it to the ship. You can use "substitute" townies, so that for instance the holy man in Delhi plays the role of the first mate etc. That's how the Sleuthetania SM was originally written. Only you must change the title because you can't have two SMs with the same title.
