I just purchased the magnifying glass. How do I use it?

It will automatically appear in your character's hand on the detective screen and you don't have to do anything to use it, it adds points to your smarts skill automatically. None of the things you buy are items you can actively USE, per se, they just boost your skill points. I hope that helped!

And the higher your skill points, the most likely you are to succeed. In the beginning - any equipment you can get to boost your skill at interviewing suspects will be very very helpful. I think boosting smart skills doesn't help until you have advanced smart skills like handwriting or advanced thread.

THEN higher smart adjustments will increase the probability that your crime scene search will turn up the advanced skill you have. (like if you have handwriting AND high smart gear you are likely to learn whether the note-writer was right-or left- handed.) If you lack the skill, it will just say you found a note no matter how much smart gear you wear. And if you have the skill but don't have any adjustment points, it may still tell you its just a note.
