Do they just affect your chances of finding evidence? Or do they allow you to know who it came from too?

As you build them up, they will give you more detail about the evidence you do find. Hair will be either straight or curly, footprints from a slim or heavy person, handwriting from either a right or left-handed person, and the thread from a male or female's clothes. Even so, the amount of detail you get will depend on luck and the smarts skills equipment you are wearing at the time of the search.

hairs and threads can only be found if u have the basic smart skill. otherwise u wont c them. the advance hair and thread gives u info about the already found evidence. other evidence can be found without skills the skill will only give u extra info about it.
