what can you do when you know who did it, but they don't have a motive and all the other characters won't talk.

I have a character with a fake alibi and a witness pointing to them. But, no motive.

Help...

Just this situation is the reason why many players with experience consider the motive question the most important question. While the tutorial slightly got me feel the alibi question was the most important...

FYI: the motive question is the most important because if you don't have all the suspects you lessen your chance of having the guilty one in your list.

Alibi is less important because you can still determine guilt without it.

Problem with determining guilt without the alibi, are that you need the answer from two suspects, and if your case are so clammy you will have to choose between motive and alibi, you are very likely to not get those 2 witness evidences to accuse without being guessing, and hence have the option of getting a false accusation.
It's true that you migth not get all the suspects if you choose alibi before motive, on the other hand, all the suspects's motive can be given by 2 other suspects, while the alibi can only be given by the suspect him/herself. Also, I have the experience that more often than seldom, even if I don't have all the suspects, when the case is clammed up, I do have the guilty one among the suspects. This have even been true when I had only 3 suspects on an AI case.
But, of course, I have only done some 10 000 cases, so I guess people with more experience will know better than me. And, besides, I don't really know what's the most important question to ask.... There are so many factors weighing all directions.

Actually....I have accused on one answer from suspect,(witness evidence) but then, they had a fake alibi too . I wont do that if I dont have an alibi lol I think its just personal choice, is what it comes down to. :)

In my opinion, the most important question to ask, still, is motive. If you dont have the suspects motive, and he or she ends up to be the guilty one, you can't accuse them..which means a quit case.

To each their own, I guess :)

Since there's a known formula for how many people will have fake alibis for each level of case, then as long as you have all the suspects it's often possible to deduce whether one suspect has a false or real alibi. For this reason I think it's better to ask motive first.

To answer the first question of this post, I think the surveillence skill helps in this matter, at least according to [Sleuth Tips - "The Unfair Sleuth Advantage"]. If you have the skill, aparently you can unclam a suspect to give you more motives info, but it only works once per case, so you still need some luck.
Also, as I remember from a past detective of mine, if you are the second in command for a faction, that faction can help you by unclamming a suspect in a case, but this only works once per day. Now...I have to appologize, but I am not sure here if it is a suspect or a witness...hmmm. BUT, if this works on suspects and if you can somehow store your case, you can put it away for a bit and work on your relations with a certain faction.
