No case is too hard for a character's skill level if they have less than 2000 experience. They just have to have enough knowledge of the game and pick the right skills. My proof is in the standings of the Mop Men competition. After the first day, about 8 detectives had 280 exp points, the highest possible for an unsubscribed detective.
