Plus you need enough skill points saved up.

and safe cracking is only usefull if u r in an agency. if not u might want to concentrate on other skills first.

Well i had enough skill points to get the safe cracking skill once but it never would show up! Why not?

You have to get it at the Real Estate Agency, from La Cosa Nostra, after you are in good with them to the tune of at least 25 points, PLUS you need enough skill points.
