So, I read this the Newbie FAQ, that you have to get 150,000 experience before getting a 2nd contact. Do you also have to have another 150,000 experience to get a 3rd contact? Or once you reach 150,000 experience, you can get as many contacts as you want??

The newbie FAQ says that if you are unlucky enought to NOT have a second contact at 150,000 then the chances of getting that contact increase.

There is no minimum xp requirement to get contacts at any point.

As for the number of contacts, you'll get two in NY - one of the four useful for physical evidence (PE) and one of the six useful for witness evidence (WE). If you choose to subscribe, you'll be able to get pick up two contacts in each of the other sleuth cities (with one exception). Always one PE and one WE.
