No. Your favor cases will increase in difficulty as you progress as a detective. The maximum favor difficulty you can get is Incredibly Hard which will give you an item worth $4800 resale value.
And yes, once you hit the Incredibly Hard stage, THEN they will all be that same level, and give you that same $4800 level of reward (not necessarily the same item each time, but the value's the same).
