What is this exactly? And what might I gain by purchasing it?

These are called "Themes". You'll find a tab in your Detective's Profile that lets you change your theme, yes? That's what that's talking about. Each faction has a different theme, you had two free when you created your detective, and there's a couple special ones floating around the place. Basically, they're a fun way to explore Sleuth.

Maybe I'm missing something...?
I went ahead and bought it, for kicks
[actually to see if the Shady bar-character's fee would go down if i had less in my wallet. It didn't].
And now I can click on it, or switch to the other themes... but everything still looks exactly the same.
what should i be looking for?

I think the LCN one has a roulette wheel in one corner, or is my brain set on reverse again? Each theme is at least a little different. Some you can REALLY tell the difference on them (Eastern Triads and Special Theme #2 are two examples). But they're all unique.

Yeah Breit, the LCN theme has a roulette wheel in the upper left corner of the screen. I have to say I was pleasantly surprised with Secret no. 2, very cool.
