When agencies are competing on the same treasure hunt do they get the same needed favors in the same order ? If it is a multi city hunt do all teams go to the same city?

Yes in a treasure hunt everyone must do the favors in the same order (Not much choice anyway). To answer your second question all teams go to the same city but certain detectives may stay back. It probably all depends on contacts in that city and any other Treasure hunts open.

No problem it's actually a very good question.

I have a question about hunts. Can an agency move the agency from city to city when they are in a hunt? I know nobody would really want to do it and it wouldnt be cost effective but I was just wondering. In theory, you could be able to share cases and change equipment if an agency did this. Just curious.

yes you can move when working on a hunt roamie but as you said its not cost effective and every time you moved you would loose any cases in the case files when you change cities with your agency

How can I tell whether a TH is multi-city or a single city hunt before I pay the faction to start it?

Look at the treasure hunt page from City Hall that will tell you if it's Multo-City or Single City

Also the reward tends to be a single-thouasands for single city hunts but double-figure thousands for multi-city hunts, e.g. $3000 vs $15000, so you can usually guess from reading the City News.

And the faction will tell you before you actually hand over the dough. They'll say something to the effect of, "I CAN/CANNOT guarantee the treasure is still in (whichever) city (the can is if it's a single city-hunt, the cannot is if it's a multi-city one ;-).
