What is the purpose of the themes eg. Shady Character, Classic Sleuth etc. What effect do they have on the game or your stats and is it worth buying them?

They're simply different backgrounds to the site. They have no effect on the game or your stats other than the look of the site.
I wouldn't waste your money on them until you're more experienced and have extra cash just sitting around.

Ah I'd say get em while you can and freshen things up :-)
Try switching between Shady and Clasic and pay attention to the top left of the screen in particular, things should look different.
