Well.. I got this on a cutscene:

[...]I stopped to talk with her and I'm glad I did. She and her gentleman friend had just driven up from midtown where they had seen the cops hauling Victor Ringold off in handcuffs! Apparently, they weren't too busy to get involved after all.

While I had to admit that I didn't fully trust Victor myself, I was fairly sure he wasn't the murdurer.[...]

But.. at the end, he was the murder...
is this a sort of bug?

...it is very common in mystery literature to mislead the reader into thinking someone is the killer, then revealing he is not. Or to mislead that someone is innocent, yet turn out to be the killer in the end.

That is what makes mysteries fun, cause you are kept guessing: Who did it?

Yeah, I think that Wayne is right. Also, I don't think there's any cutscene in this game that would actually let you eliminate a suspect. There's always a chance of them having done it after all.
