When I'm doing cases below the Inc. Hard level, I generally don't bother with the F.T. But for Inc. Hard and above, the Fortune Teller is a pretty good strategy to use for me. The only time I don't is when I KNOW I've hit the maximum number of suspects in a particular case, ie. 11 in an AI case (happens every so often ;-).

I use the fortune teller whenever I hit exactly one suspect short of the limit. 10 (of 11) on Almost Impossible or Ridiculously Hard, 9 (of 10) on Stupendously Hard, etc.
The only exception is when I've reached that point and still haven't eliminated anyone through research. In that case I know the last suspect has a fake alibi but no evidence. There's no real reason to look for him or her unless the physical evidence doesn't pan out. Even then I try to flush the last suspect out by asking townies if they know anything about the case (since motive doesn't matter).
