I know that you can learn the pick pocketing skill but it said that you could get it with a base price of 12 skill points. I've had 12 skill points and it hasn't been offered to me, and I didn't know why. Is it something you can only learn?

You can only learn it from the DAB, and you have to have at least 25 points in their favor. There are many other more useful skills, however, for solving cases. Picking pockets only allows you to get your fee for a case when your client is guilty.
