Is it better to buy/learn things that compliment or support my type? ie smart and charming buying learning smart and charming or tough things. Thanks for your time.

Complement. For smart and charming, smart and charming accessories.

And as far as skills go, you only need either tough or charming, not both, while smarts skills help you with the evidence whether you are tough or charming.

Sweet Talking and Rule Bending would be good ones to develop soonest, as well as evidence skills.
