Although a link would make it more convenient, but I actually prefer the way it is now. Because the city bosses are housed at different locations, it adds a "sense of secrecy" about them. Eg. If you want to meet boss of La Cosa, you go to Estate Office (where you can also buy properties). It takes a few more clicks, but I like it this way.
I would also like to see the agencies on the map page or on the icon bar. Because right now, you can only see the agencies on the high score page. It's like it is just a list, so the agencies has no "physical presence" in the game. It would be nice, perhaps, to have a icon "Agency Directory" which takes you to the list of agencies, or something like that.
In case I don't make sense, my suggestions above are more for improving the aesthetics and role-playing aspect of the game, rather than functional gameplay.
