How are Treasure Hunts started?

Are Treasure Hunts a random computerized thing or is it a manual process? And am I wasting my time checking for new hunts throughout the day? Are there certain times they are started?
Anyone know?

Locations seem to be random, but there is usually 6 hunts going at any given time. If one or more or finished between set times the news ones will start at one of the following server times and will always build up to 6 hunts 00:05, 06:05 or 12:05. If anyone knows how it is determined for the location I would love to here.
I never really looked for a pattern as to whether or not anything is set for how many are multi-city or single city or what faction sponsors them. Hope this helps roamie

they also start at 18:05. There is one for each faction so only when one is completed for a specific factoin will a new one start for that faction in one of the 2 cities it is located in and that just seems to be random

Ah, I forgot about the 18:05 one, I knew I was missing something. The factions make perfect sense I never really bother to look. Thanks for the clarification woody! :-)
