Lucy, treasure hunts are something that members of agencies work together on as a team. One person in the agency who is "in" with the faction that is sponsoring the hunt, pays for information about how to start it. There are two types of hunts. In one, the artifact basically gets bounced from townperson to townsperson like a hot potato, and you have to keep doing favors for specific townspeople in order to track it down. In the other, you also have to do favors for specific townspeople, but they gain you keys to the bank vault where the treasure is being kept. (The safe cracking skill allows you to open the vault when you have all but one of the keys.)
If your agency wins the hunt, you get a nice, shiny new treasure in your Trophy Room. You also receive the reward money for the agency and fame points, which go towards establishing the agency's standing on the agency high scores list.
Treasure hunts are competitive, as you try to beat out other agencies, and they are nerve-wracking, as when members of your agency have favors for eight out of ten townspeople, and yet the only way to progress on a hunt is with one of the two favors you lack...but they are also fun! It's a great way to socialize with other agents in your agency, as you work together on the hunt.
Subscribing and joining an agency is very worth it! I can't encourage you enough.
