It can happen. Sooner or later you will get a case where the woman with the magnifying glass appears and say if continue you standing with Faction x will improve but faction y wants the case to go away. When you solve that you will go up one for x and down one for y, and then you can visit x's headquarters and do little favors to move it faster. But when the lady shows up is pretty random, and although 10 is more than I'd expect, its possible. She should show up soon.
