For ur case, go to the church "Ask for an audience with the Bishop of The Dies Arcanum Brotherhood " and do "little job" for him EVERYDAY. Bewarned: u get increment in ur standing with The Dies for completing the job but standing with other 2 factions will decrease at the same time.

Right. It's hard to be "in" with more than one faction at a time. Sounds like you want to go down with DAB and up with one of the others. Jobs for LCN are to be found at the Real Estate Agency. Jobs for OOS are at City Hall in the Mayor's Office. However, I don't believe that they will let you in to ask about a little job until you are neutral in terms of your points. This can be achieved by waiting for relevant cases and quitting the ones that do the opposite of what you want. Also, if you subscribe and join an agency, your fellow agents can help you with this by trading cases with you.
