I am debating on starting an agency, so i have 2 questions..

1.) If i start out with a small agency (i.e. a winecellar), can i upgrade that agency to something better later? or need i quit it and rent a new one.. (in other words, upgrading allows you to keep yor stored stuff and so on...)

2.) As a single person in the agency for now, will i be able to start a treasure hunt?

1. You can upgrade. You receive 40% of your down payment back when you change real estate. All your equipment, agency safe money and message boards will transfer over to the new place, but case files will not.

2. Yes you will be able to start a treasure hunt providing you are +10 with the faction that is hosting the hunt. It will not be easy to compete and complete a hunt with only one person though.

saved cases will also move to new place as long as its the same city

If by chance a subscription expires and only one person is there in the agency, what happens????

Nothing, the person can still be in his agency but cannot use the case files, and will have (nearly) no chance of winning a hunt.

Also, a person can stay in their agency as long as there is money in the safe to pay the daily rent. If you don't have enough money to pay, and fall two days behind in rent, you are evicted from your agency, and the agency no longer exists. You will see this in city news at turnover.
