It changes depending on the difficulty level of the case. And even within certain difficulty levels the number can change plus or minus one depending on the amount of evidence found at the scene and/or random luck. There are sleuth helpers on the community sites page in City Hall that will break down the possible numbers for you.
The best bet is to always check with the fortune teller to make sure you have found all the suspects possible in the case you are working on.
