Me again :D

I've been using the fortune teller to make sure i have all the suspects revealed, i just wanted to check something...

Is his response purely based on whether or not i have all the suspects revealed, or does it also take into consideration if i've actually interviewed all the suspects or not?

ie. Will he imply i need to reveal more suspects, even if i don't, just because i haven't interviewed everyone yet?

No.

The fortune teller's response requires only that they be on your suspect list. You do not have to talk to them for him to include them in his 'count'.
