Buying Skills

Maybe I misunderstand something. I have 9 unspent skill points, and a toughness adjustment of 4, but the game won't let me buy the lock picking skill.
I thought you just added your unspent points to the adjustment to figure out what you can afford. Where am I going wrong?

I don't think that skill adjustments (i.e. from items) affect skill cost; only your base attributes matter. I could be mistaken, though...

In other words, expect to pay the full 12 or whatever because you're not naturally tough.

^^^ meant to say 'attribute adjustments' above, not 'skill adjustments'. But you probably figured that out already.
Okay, I'll be quiet now... :)

Ulysses is absolutely right - your item bonuses have no effect on skill prices, only on your chances of success with skills you do have. Does that make sense?

I see.
Is it wise, then, to play to one's strengths when acquiring skills, or to play to one's weaknesses?
