If your character is tough, interrogation skills and indimidation are important. You are tough and smart, so I would focus on those skills. Interrogation helps to keep the suspects from clamming up on you, and intimidation helps to keep the townspeople from clamming up on you.
You don't need both sets of skills for toughness AND for charming - one will do. So you could avoid getting the Sweet Talking and Rule Bending skills, at least for now.
If your level of interrogation and intimidation is not high enough, you will not be able to solve some harder cases, even though you can open them.
If you find this happening, go down a level or two in the cases you are solving until you acquire those skills.
