Okay, I'll break it down:
Two suspects.
One with a fake alibi + witness evidence.
The second with no alibi + physical evidence.
And everyone's clammed.
So, which would mattter more? PE or WE?

your suspect with the PE must have a real alibi as I am assuming you didnt get their alibi the fake alibi and the WE is guilty

You only get one fake alibi suspect per case (or a suspect that says "No I have no alibi as distinguished from one you couldn't get an alibi from because they clammed up) where either the PE or WE match, only 1 and that's how you know them.
