Do specific questions to townies do anything?

When you're not working on a case, and you visit a townie, you can ask him a specific question. Is that in anyway useful? It seems that whatever I ask or type in, they always say :"I'm sorry. I don't know anything about that."

They are useful for things other than cases so the specific answer to your question is no. A more helpful answer has been PM'd.

contacts can only be gotten by doing favors, there are some parts of the game that asking a question is helpful, pay attention to the city news

There are some townies that you can ask a specific Q to and they'll answer, I'm not going to spoil any though.
