"Little jobs" automatically send you down with the other two factions, and little jobs have the most point impact, so they are the most effective way to raise (or, hence, lower) yourself with a faction.
Every case that is good for one faction is bad for another. With very adroit case management, and trading cases with others in an agency, it is possible to be in good with two out of three, I would say, but I don't think it's easy, and I'm not sure how feasible it is to get very high this way....
