Has anyone ever brought back a runaway suspect only to have a second murder take place and have that runaway turn out to be the guilty party? I haven't seen this but I'm wondering if its possible.

No.
Each case (after Incredibly Hard) has the potential of having one dead suspect & one runner. The dead person can not be guilty. The runner may or may not be guilty, you have to check their alibi and evidence as normal.
One hidden facet of this is that the person cleared by research can not be a runner. That cover three suspects on your list for you.

And what a shame one doesn't turn up dead all that often at AI level... it'd make things a lot easier !

Thats too bad. I was hoping that by bringing back the runner I could cause a murder and shorten my list.
