If you're doing a favour for the Barber because his friend has been offed, and you find hair at the scene, can anyone explain why he would clam up when asked to identify evidence that would help to solve the case?
Seems he'd act like a contact in those instances.

In real life, that would probably be the case. However, favor cases are just like regular random cases, so townies can still clam up.
