What are case files and why can you only have a certain amount per detective in the agencies?

Case files are how you can store a case you are in the middle of working on (and still open a new one).

Also, you can store it and leave it open for another agent to help you solve it with a contact he or she has.

Or offer it as a freebie, an up-for-grabs case if you don't have time to solve it.

Or trade with someone if it's a case that brings you down in the faction you are trying to go up in.

As to the limits, well, there might be a storage issue for Ben, but you wouldn't want people to be storing an unlimited amount for the purposes of the game, either, I would think...

I also use it to have to change equipment less. I put on my smart clothes, work off 5 cases for the crime scene. Then switch to tough clothes, and work them all off interviewing towns people and witnesses.

Also some agencies have larger amount of case files per detective able to be stored.. For instance Jstkdn mentioned 5 files, well her agency is more expensive. Where as the one I am part of (Reaper's). Set up by Delvin to be a trial agency, only allows two cases per detective per file at a time.
