You can do the little jobs any time you like but they are not important to you until you want to learn those special skills which will be a while (it is highly recomended to get the smart (evidence) and investigative (charm or tough) skills first before you work on the faction skills.
Start a hard case when you feel you can handle it, you can always quit the case and drop back to the previous level until you get more skills.
