when can you get lock picking and how many pts does it cost?

A good resource for skill info is to click on "HELP" in the top right corner and then on "Skills." There is a list of all skills available, and their base cost in skill points.

I believe a "tough" skill might cost more points for a charmer such as yourself, but lock picking (not to be confused with safe cracking) is a toughness skill with a base cost of 12 skill points. I believe that it should show up as an option for you after you have saved up enough skill points to acquire it.

You get a discount when you are buying skills if your agent has a 'base persona' with that kind of skill. A totally tough agent will get tough skills for 4 points less than their 'list' price. A tough and smart agent will get a 2point discount on tough skills and a 2 point discount on smart skills.
