How long does it take for the brotherhood to get to know a detective before he shows you his special skill.

I think you have to have 20 plus.. it was either 20 or 25.. and I think 30 to get the cheapest rate on the equipment.. the highest will be down to 14000.. AND you have to have 12 exp pts to give them for it.. if I have it all correct.
